An RFQ is easier for suppliers to price—and for buyers to audit—when it follows the product’s actual handling route.

Standards note: IEC 61340-5-3:2022 и ANSI/ESD S541-2026 define packaging properties and reference test methods for protecting ESD-sensitive items. “Anti-static,” “static-dissipative,” “conductive” and “shielding” are often used as if they were grades on a single scale. They are not interchangeable purchasing instructions.

The EOS/ESD Association’s ESD control overview distinguishes packaging used inside an EPA from packaging used outside it. A reusable divider box that supports controlled internal handling should not automatically be described as providing every protective function needed for uncontrolled transport.
Three shortcuts that do not prove compliance
- Black color: Black can be used for identification or can result from a formulation, but appearance is not an electrical test.
- A material name: “PP,” “anti-static PP,” “conductive PP” or a supplier grade name does not, by itself, state the required package function, method or acceptance criteria.
- One test result: A single reading cannot establish compliance if the test object, parameter, method, conditioning, locations, sample quantity and pass rule are undefined.
Resistance is one property. It should not be used alone to infer low-charging behavior, discharge shielding or the performance of a complete package.
Specify the finished box and knife-card dividers
For PCB assemblies, chips in secondary carriers, connectors, sensors and other precision parts, the packaging system may include a box body, interlocking knife-card dividers, контактные площадки, a lid, edge protection, ручки, этикетки, print and fastening hardware. Each component can have a different contact role.

State the acceptance unit instead of assuming that a flat sheet coupon represents everything made from it:

Define which box and divider surfaces contact the product. Include cell length, width and depth, loading direction, finger clearance, prohibited contact areas, quantity per cell and total load. If dividers are removable, identify the correct installation orientation and any part number or marking needed to prevent mix-ups.
The divider does not automatically need the same material description as the outer box. It does need a written requirement that matches its actual role. Conversely, an outer box result should not be used to approve an untested direct-contact divider when that divider is part of the specified protective system.
What Test Details Should an ESD Packaging Specification Include?
“Test the surface resistance” is not a complete instruction. Before comparing quotations or reports, write down:
- The property being evaluated and the acceptance parameter.
- The standard, customer method or internal procedure, including revision.
- The test object: sheet coupon, cut part, divider, assembled empty box or loaded configuration.
- The measurement path and direction, and the electrode or apparatus required by the method.
- Test voltage or other instrument settings when required by the governing method.
- Temperature, relative humidity and conditioning period specified by the method or ESD control program.
- Whether the sample is tested as received, after cleaning, after use or after another defined exposure.
- Measurement locations, including contact surfaces or converted areas where relevant.
- Sample quantity, allowed failures, retest rule and acceptance authority.
- Report fields, including individual results rather than only an average or pass statement.
Conditioning boundary: Environmental conditioning matters because material and measurement behavior can be affected by the test environment. Do not copy a generic temperature, humidity or conditioning time from a marketing page. Use the condition required by the applicable standard, customer procedure or ESD control program, and record it so the result can be interpreted and repeated.
Separate qualification from routine verification. Qualification asks whether the defined design and material are suitable for release. Incoming, lot or periodic verification asks whether repeat production remains within the agreed control plan. The buyer should state the frequency and evidence required for each; a qualification report does not automatically set a universal lot-inspection plan.
Build traceability into the purchase requirement
The report and the physical package should point to the same controlled baseline. Depending on the project, that baseline can include:
- customer part and packaging project number;
- box and divider drawing revision;
- approved sample ID and approval date;
- sheet, formulation or supplier material reference agreed for the project;
- batch, lot or other production traceability reference;
- manufacturing date or defined production period;
- test report number, method revision, conditioning and test locations;
- instrument identification and calibration status where required by the method or quality agreement;
- label, print and ESD identification artwork revision;
- approved cleaning, reuse and retest instructions.
Also define which changes require notice or reapproval. Relevant changes may include material source or formulation, additive or color masterbatch, recycled-content requirement, sheet construction, dimensions, flute direction, tooling, cutting or welding process, макет разделителя, hardware, label, test method, production site or subcontracted operation.
The point is not to create paperwork for its own sake. It is to identify which delivered boxes belong to the same qualified configuration and which do not.
How Should Buyers Approve an ESD Packaging Sample?
Avoid a single email that says only “sample approved.” Record three decisions:
1. Structure and fit
Confirm inner and outer dimensions, divider-cell size, loading orientation, clearance, part removal, lid fit, этикетки, handles and packing for delivery.
2. Handling and mechanical use
Use real parts or controlled surrogates to check movement, scraping, access, carrying, stacking and the intended route. Define any separate transport or reuse validation required by the buyer.
3. ESD evidence
Verify the specified components and locations using the agreed method, conditioning and acceptance rules. Record whether approval covers sheet, converted parts, the assembled package or a defined combination.
After all required gates pass, freeze the drawing, material reference, sample ID, test evidence and approval record. State what the first production lot must reproduce and how an exception or change will be handled. Sample approval confirms only the defined sample and approval scope; it is not a blanket product certification or proof for uncontrolled future lots.
